Kern County Human Services

Hal is responsible for fiscal functions including budget preparation and monitoring, state reporting and claiming, accounts payable, benefits issuance, and allocation management.  He began his career in Social Services in Tulare County in 1981 as a Systems Analyst on the Case Data eligibility system.  He then transferred into the fiscal area in 1994 and worked in Kings County as Deputy Director in Administration.  Hal began his work with Kern County Human Services in 2018 as an Administrative Services and Fiscal Officer in the Fiscal Bureau, and is now our Human Services Finance Director.

Hal is a USAF Veteran and holds Bachelor’s and Master’s Degrees from Cal Poly, San Luis Obispo.
