Kern County Treatment Foster Care Oregon In Kern County Treatment Foster Care Oregon (KCTFCO), we believe that children do best in families. Working with stable, caring resource families, this short-term program provides an alternative to residential group care for youth, between 12 to 18, in foster care or on probation.
